Kakashi wins

He's no slouch in Taijutsu, since he nearly constantly competes with Gai one way or another. It's been implied they've fought in Taijutsu too. His Sharingan, and his ability to use Bushin feints with great intelligence aids this.

If needed, he can use Suitons to "block" Gai from advancing or a Doton for some kind of feint. He can also activate the first Gate.
